ManagementThe administration is structured in accordance with the Organic Statute for National Scenic Area Administration, with three sections- the Planning Section, Construction Section, and Management Section (combined with the Recreation Section), three offices- the Secretariat, Accounting Office, and Personnel Office- and Beigan, Juguang, and Dongyin Management Centers (Visitor Centers) established under a director, deputy director, and secretary.

Scope and Land Area
The scope of this National Scenic Area includes Lienchiang County's four townships of Nangan, Beigan, Juguang, and Dongyin, and is demarcated as the Nangan-Beigan region, the Juguang Island region, the Dongyin Island area, and the Liangdao area, as well as the coastal waters extending 0.5 nautical miles from the shores of the various islands, and continental shelf areas under 20 meters depth. The total area is 25,052 hectares, among which 2,952 hectares are land, and 22,100 are sea.

Development Concept
According to the plans of the Matsu Scenic Area Comprehensive Tourism Development Plan, the development of tourism in the scenic area is divided into the four systems of Nangan, Beigan, Dongyin, and Juguang, and the recreational sites within each system are to be given different developmental functions and characteristics; the plans are to be fully implemented in according with the Matsu Islands Travel Routes Plan in the Doubling of Tourist Arrivals Plan passed by the Executive Yuan (2003-2007), and the Matsu National Scenic Area Development Plan in the Major Tourism Sites Development Plan (2008-2011), currently in the research and planning phase.

According to the organic statute under which this administration is established, their work responsibilities are:
- The surveying, planning, development, and conservation of tourism resources, and protection of ecological, geological, scenic, and marine resources.
- Execution of plans for scenic areas, construction and maintenance of public facilities.
- Management of tourism , lodging, and recreational public facilities and mountain and marine recreational activities; encouragement of investment in construction and operation by public or private enterprises or institutions.
- Coordination of construction projects and assistance with building permit matters.
- Protection of environmental health and prevention of pollution.
- Maintenance and management of travel order and safety
- Travel services and interpretation.
- Promotion of tourism and recreational activities.
- Coordination of transportation to and from the area.
- Other matters related to the operations and management of the Scenic Area.

Introduction
The Matsu Islands, like a string of pearls fallen from the heavens around the mouth of the Min River, are sometimes called the "Pearls of the Eastern Min.” The islands are filled with enchanting mountain and coastal scenery, yet historical happenstance made them hardened fortresses on the sea, shrouded in mystery until military rule was lifted in the area in 1992. On March 15, 1999, the Executive Yuan designated Matsu a National Scenic Area. In June of that year, it permitted the Ministry of Transportation and Communications' Tourism Bureau to establish the Matsu National Scenic Area Administration to take responsibility for development and management work, and it officially began operations on November 26. From that time on, the unique face of Matsu began to be brought out.

Our hope for Matsu, the country's sixth National Scenic Area, is that through the active promotion of the Matsu Islands’ tourism industry, their developable areas will become valuable travel destinations for leisure and relaxation; we further hope that islands including Zhongdao, Tiejian, and Huangguan will become well-known as internationally protected tern habitats, with the “mythical” Chinese Crested Tern attracting more international visitors, making the area a world-class tourist destination. In the more than 10 years since its establishment, the staff of the administration has worked tirelessly to promote the precious tourism resources of Matsu domestically and abroad, and has succeeded in raising the number of visitors to Matsu from 39,000 in 2002 to 86,000 in 2009.
The work of developing the Matsu National Scenic Area is our ongoing responsibility, and the administration will maintain its dedication to its work of raising awareness of the scenic area among the public and carrying out the administration's development plans. We hope to develop the Matsu National Scenic Area into a world-class tourist destination before long.

On the basis of sustainable development, incorporate the Matsu Islands’ natural scenery, village architecture, religious culture, military scenery, historic sites and other advantages into the development of a distinctive, relaxing vacation destination, making it a "paradise on the sea.
Raise the quality of service across the board, constructing a seamless travel system to provide travelers with a better, friendlier, more convenient travel services environment in line with international standards to attract domestic and foreign tourists and backpackers to travel in Matsu; bring in skilled volunteer interpreters/ guides from the Tourism and Recreation Department, the Forestry Bureau, and other departments to raise the overall quality of service In the Matsu region.
Establish complete tourism-related physical facilities and activities, spurring the development of the local tourism industry and increasing its value; connect administrative authorities with business operators, linking information on attractions, transportation, lodging, and other travel services together.
Control and reduce the environmental impact of development or tourism and leisure activities, and incorporate conservation concepts into recreational activities in order to promote them unobtrusively and achieve the sustainable exploitation of tourism resources.
Development Strategies
Divided into four phases to be carried out step by step:
1. Establish tourism orientation and promotional and developmental focuses; through the initial survey of environmental resources, conducting detailed evaluation and analysis of the National Scenic Area's natural and cultural tourism resources, and the performance of environmental capacity and other basic surveying work, the following promotional and construction focuses have been chosen:
5 major promotional themes： Mazu religious culture, terns in their natural habitat, experiencing a new paradise, warriors' return to glory, and secrets of the battlefield.
The development of four major tourist areas: Beigan Recreational area from Banli to Wusha, Peace Memorial Park, Nangan Beihai recreational area, and Mazu religion park area.
Plan strategies aimed at target markets, focusing on specific groups.
For birdwatchers- target the international birdwatching and ecotourism market, inviting international bird experts to take sightseeing trips in Matsu to explore possible bird watching trip itineraries.
For military enthusiasts- the Peace Memorial Park, and survival war games; attract the target group by holding camps offering simulated combat experience.
For families- promote leisure travel with in-depth itineraries that incorporate both leisure and cultural experiences.
For the athletically inclined- challenging Matsu cycling and canoeing in the ocean
2. Make progress on major work elements year by year:
Promotion and Publicity: Establish a distinctive “Matsu” logo; develop the Chinese Crested Tern as a mascot; actively participate in travel fairs and step up media publicity, and cooperate with the relevant entities to hold publicity and promotional activities, shaping a tourism concept of Matsu as "paradise on the sea” and increasing its domestic and international visibility as a travel destination.
Development and Construction: Taking the four major tourism areas as the focus of development, developing scenic sights in the four major recreational systems of Nangan, Beigan, Dongyin, and Juguang, establishing a regional travel services system, creating welcoming imagery at the entry points to the four townships and five islands, install interpretive placards and signs throughout the region, and maintaining and renovating scenic sites, among other work.
Active reuse of military facilities： Actively collaborate with the military with regards to opening disused military strongholds and renovating them so they become distinctive sites with potential for tourism development; actively promote activities drawing on the military theme, creating talking points and highlighting Matsu’s distinct military background.
Preservation of traditional villages： Continually move the Matsu Region Traditional Village Preservation Project forward, primarily focusing on the overall scenic improvement of the three major village preservation areas of Qinbi on Beigan, Jinsha on Nangan, and Fuzheng (including Dapu) on Juguang, the repair of structure is of value in traditional villages throughout the Matsu region, training interpretive guides and restoration workers, and providing guidance in the overarching construction of local industries and communities, among other work.
3. Align the power of industry and the government, and encourage a collaborative social effort to develop tourism：
Gather members of government and industry into working circles and industry alliances to focus thinking on the broad interests of the region and work together to develop tourism in Matsu.
Provide guidance to those operating tourism-oriented businesses to improve quality.
Assist local people to renovate the community environment and follow.
Train volunteers in support and interpretation services.
